　当該サイトによれば、現在、欧州議会で２読が行われているようです。現状では、確たる位置付けのある案は、Common Positionのようですので、その第４条「禁止」だけ抜き出しておきます。
Article 4　Prohibitions
1. Without prejudice to Directive 2000/53/EC, Member States shall prohibit the placing on the
market of:
(a) all batteries or accumulators, whether or not incorporated into appliances, that contain more
than 0,0005% of mercury by weight; and
(b) portable batteries or accumulators, including those incorporated into appliances, that contain
more than 0,002% of cadmium by weight.
2. The prohibition set out in paragraph 1(a) shall not apply to button cells with a mercury
content of no more than 2% by weight.
3. The prohibition set out in paragraph 1(b) shall not apply to portable batteries and
accumulators intended for use in:
(a) emergency and alarm systems, including emergency lighting;
(b) medical equipment; or
(c) cordless power tools.
4. The Commission shall review the exemption referred to in paragraph 3(c) …by (Four years after entry into force of this Directive),…, with a view to the prohibition of cadmium in batteries and accumulators.

>この電池指令の付属書�Uに、適用除外の製品カテゴリーが記載されていますが、この付属書を見る限り、産業用、医療用で用いる製品は適用除外と読み取れるのですが、この解釈で良いのでしょうか？
一般消費者向けの製品にのみ適用されるという認識で良いのでしょうか？

「この電池指令」とは、既存指令のことですね。
「適用除外」とは、電池指令の適用除外ではなく、第５条の規定の適用除外のことですね。
http://europa.eu.int/eur-lex/en/consleg/pdf/1991/en_1991L0157_do_001.pdfで第５条とAnnexIIを読んでみましたが、「産業用、医療用で用いる製品は適用除外」とは書いてありません。特定の理由があって内蔵電池の取外しが難しくしてある、又は有資格者による取外しを必要とする機器は適用除外と書いてあります。AnnexIIに書いてある理由以外の理由で内蔵電池の取外しが難しくなっている産業用・医療用製品は、第５条違反になると思われます。この指令の目的が一般消費者の保護ではないことからも、そう理解できます。
なお、第５条の適用除外になる機器は、AnnexIIの最後の要求（取扱説明の記述）を満たしている必要があると思われます。
